    I have a commercial property purchased in January of 2022 by Alpha & Omega Deaf Church. They applied for a change of tenancy/occupancy to a church in May of 2022 and a building permit in June of 2022 to convert space to a worship area (raise ceilings/remove walls). The CO has not yet been issued.

    Would you abate any or all of the 2022 bill based on date of purchase as an exempt entity, as of the date of change of tenancy to a church or upon issuance of a CO as the space is not yet being used as a church?

    or would you not abate at all since they were not owner of record as of 12/31/21, which is my first inclination…..

    They were not the owner as of 12/31/2021. No abatement.

    Same answer as Dave. The church on its own is not an exempt entity, they are exempt in so far as they utilize the space for a recognized religious purpose. In this case, on 12/31/2021 the property was not being used as a religious space and as such does not qualify for the exemption.
